I think the world is more complex than we want. The UN and WHO don't really like Cuba's economic isolation or authoritarian policies.... but they recognize their excellent health and education systems. .
Developing countries have recently begun to use Cuba as a model for building a well educated, healthy population that meets first world standards at third world cost. We used to strictly prohibit such measures, but sometimes you can pick and choose from different systems without taking anyone's entire model.

They usually say they are outside in a truck following you and play with the fear inside your head. It gets really scary because they use the phone book and have your name and address so people usually comply. Big problem here in Mexico. We had one at home last year and had to bring some security expert and trace the call to feel safe.
