Someone already mentioned it, but I agree that it should also be able to support cargo/trade as well. I think it should be limited within each state, but also operate alike the airline industry whereas Chicago,Denver,Washington,New York are huge access points to traverse across the country (vast outgoing scheduled trains). Some kind of connected web of transit from state to state would also be good.
But with that, I personally think that metro is fine within city limits (for human locomotion) and city to city can be rail. I don't know, I'm just talking aloud.
