I think it was taken while he was stationary, he has the breaks engaged fully (at least one of them anyway) and also to get that lean angle and not fall over you need to be doing a fair amount of speed which would generate at least some amount of wind and some of the clothing, strings on the green jacket and left side t-shirt arm do not appear to be effected by wind. And his left foot is off the pedal with his toes appear to be touching the ground. Also his right knee appears to be touching the ground however the picture is slightly pixelated underneath (Photoshop?)
Then again I could be completely wrong, too stoned to care, still a kewl picture! TIN
