This is probably not true. I think there are exceptions to the rule ATGC in DNA, even in humans.
Edit: The bases are subject to various chemical modifications which are not silent in gene expression. This should elevate the amount of information available a little.

That's why realistically a constitutional republic based on liberty would be best, it means corruption is centralized and easy for a populace (should they choose) to eradicate.
You wouldn't see an end to government like structures under anarchy, locals would team up to help each other and to get things done, it just wouldn't have the authority that the state does currently.
