And removing one additional way to kill is a good way to control sociopaths. You cant control sociopaths but you can stop one from getting hands on a nuke. All the options you outlined are very difficult to do. Just HOW is a sociopath going to get enough amonia into the ventilation system without being suspicious? If a person admitted to killing pets and collecting guns, and then went out and shot people, you could find everything you own could be taken away (or your parents, if you use their computer).
