Isnt haarp doing things with the ionosphere, dnt think its got anything to do with space. Coincidently, its one of telsa's ideas.

I got it confused with SETI. Functionally it just measures gravity/magnetic (gravometric) power in the ionosphere and gives a mean prediction as to when some tectonic shit's gawn happen, yo.
