Not true. Personal responsibility for criminal actions was a concept that existed in pre-Mosaic societies, for example, ancient Egypt which had a complex legal and judicial system from the time of the Old Kingdom which had at its core the concept of personal responsibility. The waters became mudied during the New Kingdom when the priesthood (tricky fuckers) took for themselves some of the powers that had previously been the royal domain and involved themselves in the judicial system. The oracle system of justice still relied on personal responsibility, but priests asked the gods whether or not an important individual had any case to answer. The important lesson here, of course, is that one should allow for a true separation of church and state ;)
