i put design in inverted commas because i'm not a designer. as such i haven't a clue how to change either the recent comments or the main links part. so here it is, as is. please feel free to add suggestions
cheers for the suggestions. i've changed the navigation bar & the recent comments box but i'll wait for a while in case anyone else has some ideas before posting the next version. i have to head out for a couple of hours, but i'll check back & post the edited version when i'm back.
looks good. agree w/ dark about the nav bar. doesn't quite match with the TAN title bars. and maybe either tone down the gradient in the middle or spread it out further.
also maybe the recent comments could be a dark background with light writing? will coordinate nicely with the top-right portion...
also seeing as to how the site isn't really self sufficient as of yet. idk. . . just a thought
Oh, and the TIN and TAN buttons as they appear here look entirely out of place. I dunno, maybe do those in grayscale too.

I'd recommend leaving that text styling only for the header, and using an inverted version of the style for possible tab headers so big doesn't have to do much changes in CSS as to how the navigation drop downs work.
I do however REALLY like those TIN/TAN buttons and recommend they get switched out ASAP.

you don't need the code to redesign. if you really wanna do it, you have 2 options, paint/gimp/photoshop. or just save the page and edit the html/css.
i'd prefer the first option if i was you coz designing in html/css is dumb and not very forgiving, and if i was me, which i am, i don't wanna have to fix yer html/css. coz let's face it, it seems easy enough that anyone can do it, but in reality, 99% of people who can do it suck balls. cross browser problems, dodgey tags, old accessibility unfriendly layout etc.
so you wanna do it, open paint and get busy bitch!
