I do not think we should judge the "worst dictator" as the one who killed the most people, the effect, though tragic may have few overall historical consequences. Even then there there is a villain to which all the others pale by comparison. When the roman empire fell the catholic church moved to seize power over europe and they did so through killing anyone who would not accept their god. After they had exterminated the pagans and any other competing religion in the area they tightened their grip by monopolizing education and thus information. The rest is bloody history. Sure, they did some good. But what if they never rose to power? How would history have unfolded then?
