See, that isn't really the case. New Hampshire has the lowest murder rate per capita, but has the death penalty. Alaska, which is #6 per capita in murder has never had the death penalty. It is my belief that the deterrence factor is not a factor at all. It really is more of a moral and ethics issue than any numbers or "science".
Does the State have the right to end someone's life? Personally, I would say no. Even though there are certain monsters out there that would maybe be the exception. In general though, in the U.S., the use of the death penalty has been in severe decline in the past few decades. Even in States that still have it.

I really don't even see how you could even equate the death penalty with the abortion issue. I don't see the moral equivalence of an elective medical procedure and the state killing a human monster.
